my 84 passenger L has carpet. but all the rest is correct i think. i don't really know if power mirrors were options back in the days of the L. i do believe that the L designation was superseded by the GL designation.

as for the tach and the power steering that is merely a model year thing. it was first offered on the 1985 model year vans as far as i know. i believe that the AC was a factory option on all wasserboxers.
