I have posted a few times now the questions about the Vanagon tank and it's behavior and the puzzle that surrounds it about it's inside, because I can't figure out how it gets plugged up not letting a drop of gas out, and having it happened to the one that I just installed the same. I got three responses of which one was the best, suggesting to exchange the outlet with the return line. No explanation about the mechanism or the working of the inside or any procedure to follow to flush it out to have a new like condition. Well, you have four choices (IMHO):

1) Keep trying used tanks until you find one that isn't full of rust and crap.

2) Have the tank steam cleaned by a radiator shop, and then seal the inside with Kreem or the like to keep it from corroding.

3) Have the tank cut open, have it media blasted and then welded shut, then coat the inside as above.

4) Buy a new tank (Bus Depot [for example] sells them for $170).

If you have a Syncro, you only have choices 1, 2 and 3. I don't think the Syncro tanks are still available. If you do #2 or #3, I would recommend that you run a filter on the suction side of the fuel pump.
