In terms of flushing out the tank, there is a place near me that does a very thorough job.  They are a stripping company.  They cut open a whole of two on the tank and completely sandblast every inch of it.  Then they send it to another guy that lines the inside of the tank with a gas-resistant liner and welds the tank shut again.  Not sure if he also paints the outside or if that is your responsibility.

I got three responses of which one was the best, suggesting to exchange the outlet with the return line. No explanation about the mechanism or the working of the inside or any procedure to follow to flush it out to have a new like condition.
I think, I will keep on annoying for a while until I get a knowledgable response.
