In terms of flushing out the tank, there is a place near me that does a very thorough job. They are a stripping company. They cut open a whole of two on the tank and completely sandblast every inch of it. Then they send it to another guy that lines the inside of the tank with a gas-resistant liner and welds the tank shut again. Not sure if he also paints the outside or if that is your responsibility.
