not likely the answer here, but possible:
our '84 vanagon 1.9 l temp gauge consistantly read low, maybe 1/4 to 1/3
of the way up to the led, but van seemed to come up to normal operating
temp, and ran like a top. turned out upper thermostat housing was poorly
grounded, believe it or not, and there was about 800 ohm between housing
and engine/body ground. once housing was properly grounded temp gauge read
just below led at operating temp. also, that extra 800 ohm in series with
the sending unit would have prevented the gauge from going full scale and
the led from flashing, no matter how hot the coolant.
