Cary, condensation may be occurring in that wall  just the same.  Whenever
there is a temperature differential between the  inside wall and outside wall
there will be condensation.  This is the  reason for vapour barriers in houses.
The insulation just holds it up  against the wall longer so if there is no
insulation the water will end up at  the floor level sooner.  There are no
drains for the water to escape so  rusting starts.
