I had pretty good luck once with a "ceramic header paint" that I think I picked up at Wal-Mart. I've since seen it at Meijer and other chains. I think it was made by Krylon, or maybe Duplicolor. I painted some used headers for a '75 VW bus with it and it seemed to hold up really well. I didn't do any prep except to wire brush the surface and clean with a rag and some solvent. It made a hard, flat black finish. This stuff is what Rust-O-Leum Barbecue Black pretends to be. If you have serious rough or loose rust I'd strip it off with a 3M Rust and Paint Removal Disc before painting.
