The main wiper drive motor is up behind your glove box. If your wipers are slow I'd look for a weak battery, weak regulator etc. possibly a poor ground. There could be something putting friction on the arm that crosses from the drive to the drivers side arm. Although wiper motors fail they normally do it all at once.
