I believe that in some cases a problem with a switch on one side can cause the window on the other side to be inoperative. Having 12V at a given switch or motor is not enough if the ground path is thru a switch somewhere else. This should be apparent from the Bentley circuit diagram, since it is so easy to read. :-)
