Although it may be possible to find some company out there that can do this for you ( for a fat fee, I would assume), the best method is to have the previous owner apply at their state RMV for a duplicate title. Although this may be time consuming, it is the only method that works. If the PO cannot, or refuses to do this, make them take the vehicle back. It is probably stolen.
