In the "OFF" position the wipers switch is not off. IT is set to allow another switch, a position switch, to controlled the motor operation. This switch is located in or around the wiper motor, and is controller by the rest position of the wipers. Obviously something has gone wrong with yours. Good luck getting to it. Eric
