I have used Microsoft Publisher to build both of my sites.   It's fairly
user friendly (once you get used to it), and allows you to do a few flashy
things.   The only reason I used it to begin with was because it came with
the Microsoft Office package that was on my computer.   There are better
programs out there, but this one was free for me.
