There is no fuse for those. There should be 5 standard .250" males right in line with 2 larger males. All of these 7 male spades are connected directly together inside of the fuse panel. There is no reasonable way for what you describe to occur. Measure again but first measure one of the large spades to be sure you have a proper test configuration.
