There is about 2m of cable at this point... next step is moving the tuner so there is about 10cm of cable.

If you haven't already, you should locate the tuner as close as possible to the antenna. The coax between the tuner and antenna is going to radiate pretty strongly, especially if you don't have a choke or balun to prevent current from flowing on the shield.
