Subject:      89 driveability problem after new rebuild

Just rebuilt the engine in my 89 and it is suffering from a driveability problem.

It has hesitation and stumbles from a standing start.
Once it gets going its got good power.
I thought it was bad gas but I have run a tank through it now.
It will surge while going along in 2nd gear pretty bad at times.

What is going on?
