There are several possibilities. Some have already been addressed by others.

Have you checked for a fuel leak?? Could be anywhere from the fuel pump on back most likely. I know that sounds to obvious but you never know.

Your optimum gas mileage on the Vanagon is going to be at 55 mph. It's not bad at 60 but drops significantly above that.
