First Page is a free download HTML editor(not shareware) that is very easy to use and has excellent built-in support/reference... http://www.evrsoft.com/

I used this program for 90% of the construction of my "work" website (link below, very simple site) and Macromedia Dreamweaver (expensive, but excellent).
