Overpowered means too much power for the chassis. this is generally the case for US-market cars, which lack chassis dynamic ability, as imports there have soft springs and little damping and probably thin swaybars... and "domestic" cars are far worse.

A lot of cars however, and this includes our vans, are capable of safely handling far more power than stock, in the T3's case, easily more than double.

Yes it is. It causes road rage from drivers justifiable MIFFED at being held-up by roadhogs. It also causes fatigue and loss of concentration on longer drives, due to lack of mental stimulation.

Sure. And as we know, laws are always right. Just ask any average German citizen c1940.
