Subject:      Vibration at 70 won't go away?

I have had a vibration at 70 that won't seem to go away with tire rebalancing. What IS weird is every time I take the tires back to be rebalanced the vibration changes. Last time it was bad at anything above 70. This time it is bad at 65 to 70 but then gets better above? I have replaced my whole front suspension and bearings over the past 4 months and don't know what else to check? It is definitely in the front because it shakes the steering wheel first. When I lift the front off the ground I have NO play in any suspension component or the tie rods. The only play is a tiny bit of wheel play at the bearing. If I tighten the bearing nut enough to remove every drop of play in the wheel I can't move that washer with a screwdriver the Bentley talks about.
