It sound like the high side pressure on the A/C is getting high enough to turn on the second stage fan relay. The pressure switch is tripped around 220 psi, high side pressure for R-134a is usually 2.2 times the ambient temperature, so it sound like the system is operating properly.

Mine ran non-stop on that speed until the van interior cooled off a couple of weeks ago when our temperatures were in the upper 90's. Now that its back to normal (in the lower 90's), it runs only when I initially start the A/C after the van has set in the sun, or if I stop and idle for more than 30 seconds.
