Marshall,

Under certain conditions the FI system runs on "open loop" mode, which means it ignores the O2 sensor. Under other conditions, it runs on "closed loop" mode, which uses feedback from the O2 sensor to make A/F corrections.

I would be willing to wager that sensor is shot, and a new one would really help your MPG and performance.
