Although I've heard that gauges and sensors vary, I've got two vanagons now, an 83 and a 90, and I would consider either of them overheated if the needle was a needle's width over the LED. In fact if it got over the LED at all I would be checking things out at the side of the road.

You should look at your thermostat and radiator.
