I think this may be a "slave" relay which is installed to overcome the voltage drop in the long wire from ignition switch to starter. The starter key switch merely has to operate the relay which in turn has a short heavy wire to the starter terminal. Any mechanic can wire in a VW type relay for this purpose.

I had to put one on my diesel. Unfortunatly the relay I installed had no "clamping diode" so I began to mysteriously fry the glow plugg relay. I added the diode and all has bee n fine since.
