Got it! I traced the water hose all the way, then disconnected it a the faucet. Cut it, actually per Malcolm's instruction. Then blew the the hose and found no obstruction. Pried off the faucet and found the little valve ball was stuck in the closed position. Popped it out with an awl. I assume this is a flow back ball?

Anyway, filled up the tank, reattached the hose and now we've got water!

The water does flow back, draining out of the faucet so I think now the ball is stuck in the open position. Will be ordering a new faucet.
