They are inexpensive (and I sell them), but it's easy to trace with a voltmeter. You say you already know you have 12 volts coming off the fuse. Is there 12V at the switch on the faucet? If so, with the switch on, is there 12V at the pump itself? If you don't have a voltmeter, you can at least narrow it down by simply connecting the two leads at the faucet together. If the pump turns on your have a bad faucet. If not, either your pump or wiring is bad.
