The fusible link will melt if the current is too high. However, in this case the current was fine, but the resistance of the WIRES (probably due to corrosion) was enough to cause melting of the wiring and housing. You were still under the 50amp rating of the fusible link.

Copper wires DO go bad, especially in the presence of water. If the drip line from the ac wasn't putting the condensation outside, it is possible the water was coming down onto the wiring here.
