For mounting antennas like CB or ham radio,  the steel that's under the
front section of the top, the so-called luggage carrier, will give the
desired ground plane effect if the antenna is mounted there.  For a
satellite antenna operating in receive-only, and at higher frequency, it
doesn't much matter where you put it, performance is the same.  The little
GPS antennas for navigation systems have similar requirements.  In short,
the satellite stuff is easy to get.  Put the antenna somewhere in the middle
of the luggage carrier and the system will work.  Being hidden a bit may
help prevent theft/vandalism, and mounting the antenna here helps in that
regard.
