I posted my first attempt at an idle-problem diagnosis flowchart for the 1.9L a week or so ago. Search the archives for "Cold Idle Diagnosis (1.9L)" posted 6/22/04.

The 1.9 has three valves that let more air in. The "Auxiliary Air Valve" is hard to see (mounted on the block under the intake), the other two (Power Steering and Air Conditioner) are against the firewall (right side). White colored, with obvious vacuum hoses entering and leaving.

If it idles well except for when the AC is on, I would guess that the AC aux air valve is bad. However, you mentioned that it gets better upon engine warm up, which suggests that both the AC valve and the Aux Air valve might be bad (or both of them might be marginal).

As far as I know, the Aux Air valve is adjustable, but the AC valve is not. I'd recommend visual inspection of all vacuum hoses and test the electrical connection to the AC valve.

YMMV : i have an 85 w/ automatic tranny, so my engine may be somewhat different.
