I have a question about setting the timing on a 2.1L

First off , which is the #1 cylinder? Is it the front passengerside one?

I've hooked up my timing light, disconnected the temp sensor II, but when I try to hold a 2200 rpm, the engine starts adjusting the rpms by itself making it hard to set the timing. Am I missing a step?

I notice on the Vanagon dealer service tape they have the additional step of blocking the crankcase breather tube. Is this necessary?

Lastly, what is the difference between the two pulley marks? There is on on the pulley nearest the engine block, and one on one pulley out.
