Dan, there's all kinds of options for this, in the way of repairs, but
I  fooled with mine for over a year and still never got satisfactory
performance. So I opted to buy a new one from Camelback VW in Phoenix,
Az. If you let them know you are out of the state you will get a better
price. Also tell them that you are a Vanagon List member.

If you have factory cruise control be sure you tell them when ordering.
Your existing speedo will have components that will need to be swapped
over, but yu need to be sure the new one has a place for them to be mounted.
