I did this today. The local Home Depot (downtown Seattle) did have the pivots, the 10/32 screws, nuts and starlock washers, but couldn't find the nylock ones.

The arms did need to be drilled out to take the 10/32 screws. My wimpy cordless drill couldn't do it, but a dremel worked (thanks inverter!). Also, while the screws I bought had very thin, rounded heads, I had to grind them down as well to clear the nuts (just as your page warns).

Just wanted to let anyone else considering this know that its easy, took about 30 min not including the shopping, and is an EXCELLENT fix to a problem I used to curse. Now I can easily open and close the skyliight without even taking off the mosquito net. Woohoo!
