It sounds like the rubber is breaking down from sun/weather exposure. Short of replacing all window seals you might want to try some Simple Green cleaner and a stiff brush or a green cleaning pad (watch the paint) to scrub off the damaged layer of rubber. Watch the paint when you scrub since it may get scratched up. I used that technique to clean window seals on my recently-acquired '84 Westy. It did not get rid of all the streaking, but has reduced it a bit for me.
