Comes under the heading of follow the electricity from the battery to ground until you find out where it's having trouble getting through, then fix it. If it's getting to that end of the wire but not to the terminal on the starter, then it has to be a connection problem. If it's getting to the female half of the connector but not the male, it's a dirty connection, plain and simple. If it's getting to the wire end but not to the female connector, it's a bad crimp.
