If closed-throttle, throttle switch not closing or associated.  Injection

Pull the plug and short the pins -- if no blink, dirty pins on tank probe
or bad coolant mix.  If still blink, either control module or more likely
gauge internals or bad probe wiring/ground wire.

No, nobody cares about low coolant except the blinking light which actually
cares about overheating but the control module tricks it.
