Depends on the van, I guess. I had the same symptoms of cold air coming
from somewhere around the foot well. When I took the dash off to look,
it turned out to be a loose duct for the dash vent. The blind duct
actually turned out to be blinded by a piece of foam installed just a
little way in from the center inlet below the heater box. '86 camper.
As for the duct tape behind the grill, are you sure you're not thinking
of the grill on the face of the door panel? That's blocked off in later
vans that have ventilation ducts at the rear windows.
