Inside the tank, the fuel line angles upward to a fairly high level in the tank, then curves and points downward to the bottom. It looks a little like a "?" turned on it's side. If the fuel level in the tank is low, it won't drain out without a little suction to assist. It makes it easy to change the filter... wait until the tank is 1/4 full, and you can just pull the fuel line right off with very little spillage.
