Found out the pump is okay, just not self-priming. So, I solved this, more or less, not the most elegant solution, but it works. I bought a brass 1/2" check valve at the hardware store, and a nylon 1/2" pipe to 3/8" hose barb, and stuck it in the end of the hose going into the tank. So it's essentially a "foot valve".
