Subject:      Not idling up when AC turned on

As subject says, last summer, I recall when I turned the AC on, the idle would increase from 800rpm to nearly 2000rpm (sometimes 1200 up to 2000). I remember reading that it's supposed to do that in order to circulate coolant better (in addition to the low speed fan coming on which still does).

This summer, the idle is NOT increasing and accelerating from a stop with the AC on is hazardously slow. What is this symptomatic of?
