I do this from time to time at the rest stop off of highway 280 near highway 92 in San Francisco. I dont think I would consider it 'safe' but I wouldnt call it 'unsafe' either. I would think that over time the odds of something wierd happening in a rest stop would be greater than in a camp ground.

But it really doesnt bother me, and like Bob said, I just lock myself in. It's quite a bit quieter if you sleep below without popping the top.
