using epoxy in lieu of the rubber washer might be a problem, because if the screw is snugged down reasonably tight there won't be a layer of epoxy under the head to help seal the tank. further, if the epoxy shrinks, then in any case there is no seal. the rubber washer will take up normal expansion and contraction and keep a tight seal without causing any undue strain, and permit the screw to be properly snugged down.

i think an epoxy repair might work too, but favor a purely mechanical repair that can be easily checked or re-done if needed.
