The Pisgah forest in NC appears to allow camping in various places. There are scores of tent sites along the main paved and gravel roads, and many people pull over onto the shoulders and into niches for the night. We've even slept up on the parkway (in winter, in a Subaru Justy) on more than one occasion, although if anyone had come around they may have sent us on our way.
