The freeplay in the cable prevents the throttle from being moved when the engine flops around. It's your classic case of "feedback". Maybe there's an adjustment to back off the cable housing to give the engine more wiggle room.

Even worse is when this happens on clutch cables, not a problem for Vanagon.
