That will be the brass horn contactor ring. About $15.00 US from a VW dealer. If the other spring contactor is worn and scraping just solder a small piece of brass strip over it and polish it down a little. Give it a light coat of grease. Brass horn contactor ring #321.419.661A ($14.99)
