This may be your problem. I would fix it first since this
valve provides by-pass air around the throttle body . In
effect it should raise the RPMs when cold.

I always removed it for testing. When cold, air should pass
through it freely. I believe you can actually see light
through it. Apply twelve volts to it and a disk inside
rotates to shut off the passage. Spraying carb cleaner
through it and then some lubricant (not WD20) seemed to fix
mine for about a year.

When you get the valve working correctly you need to set the
idle where you like it when cold and make sure it drops to
~850 when warm.
