You question is not stupid, 98% of all engine have timming belt, and yes, it is a critical part to replace at 60-70k miles.

Vanagon have 4 possible OEM Engine (+ subi and I4....that HAVE timming belt"S"), one of them as a Timming Belt (Diesel), so the next time, put year and type of engine before you post.

Some mechanics will try to rob you, that the way it is...

Even if you don't know mechanical stuff, ask!!!! what parts were change? why? have them show you the replace parts? Explain to you why? stay beside the mechanic when crucial stuff is done, stress the heck out of him....
