If you have rust on only one side of the rotor, you have caliper
problems.  Rotors are made with Detroit's wonder metal, CAST IRON.
Cast iron rusts. Unless, of course, you dropped the bucks for the
berylium-copper ones or the graphite composite ones.

What's the one on the other side look like?  Normal? Fix your caliper.
