Tell him to send the cheque and after your standard 180 day holding
period, you'll be happy to allow his "agent" to pick up the van and
wire him the remainder. "Unfortunately, MY 'company' requires overseas
cheques to be held for 180 days...."

It's a scam.  Without a doubt.
