Joy, You might try a good auto parts store for a windshield stone chip repair kit. Remove the headlamp, take out the bulb, dump the water, repair the hole, and try to slip it through inspection. Be careful not to break the plastic parts on the headlamp adjusters. You should not be turning them in any case. The license plate lamp may well be dim because the fixture is rusty and corroded. It may not have a proper ground. Be careful here to as it is easy to break the old fixtures. Fuel pump whine is most often caused by a dirty fuel filter.
