Subject:      Removing Exterior gray door panel??

On the EXTERIOR of my van's front door, right at the very bottom (by where the foot well is), is a plastic panel like is on the Carat models. I have the panels ONLY on the front doors as a continuation of the front fiberglass bumper. I'm trying to remove this plastic panel. I opened the door and looked UP from the bottom, there are 2 nuts on two bolts (front and back), but when I turn the nuts, the bolts turn too. My finger tells me that the TOP of the bolt is round headed so I cant get a wrench on it.

I have not yet taken the interior door panel off, but from looking up from the bottom, and my memory of what things look like with the interior door panel off, I think that taking the interior door panel off will not help much.
