And the answer is... Get A Bigger Hammer!!!

Since Pertronix is in California I figured I call them and see if they could help. The guy who answered the phone explained that the 3 "shoulders" I was seeing were supposed to slip down over the "lobes" portion of the distributor shaft. Turns out that there's a complete shoulder right up at the top of the sleeve and that's what the should be resting on the distributor shaft. So, he says, put on the rotor and put all your body weight behind it to force the sleeve down to where it's supposed to be. Of course, this is my Westy and with the closet in the way there's no way in the world to get enough body weight on that thing to allow it to move.

So, I took an old rotor and a large rubber mallet and tap, tap, tapped that sucker into place!
