Well, I found an answer to two questions: http://www.igbconline.org/html/about.html

The Interagency Grizzly Bear Committee is a government entity with representation from the federal agencies one wold expect, plus a number of state parks and or wildlife agencies, and Canada. Its work is related only to the Greater Yellowstone and Northern Rockies regions. And the box I was curious about is certified by the committee as "bear resistant," (not "bear proof" as the material with the box claimed, and the only certification available is "bear resistant."). It does meet the committee requirements for food and other attractant storage in bear country in National Forests, National Parks, and other government lands. However, I recall specifically that Yellowstone National Park did not approve storage in a certified bear box when backpacking.
